President Trump announced he is directing $700 million toward coal-fired power plants using the Defense Production Act, a Cold War-era statute that allows the president to accelerate industrial output during times of national need. "Today, we're taking historic action to bring down the price of energy and the cost of living for all Americans with the power of clean, beautiful coal," Trump said at a White House press conference on Thursday.

The funds will support more than a dozen existing coal plants across the country and finance construction of two new coal plants in Alaska and West Virginia. The investment will also establish a new coal export terminal in Oakland, California, and restart an existing facility in Maryland. Trump stated the money will protect 14 coal plants and 42 coal mines while keeping operations online in 10 states: West Virginia, Kentucky, North Carolina, Indiana, Tennessee, Arkansas, Arizona, Oklahoma, North Dakota and Wisconsin. All of these states voted for Trump in recent elections.

This represents the latest in a series of efforts by the Trump administration to revive the coal industry. Over the past year, the administration has distributed hundreds of millions of dollars to coal companies, signed orders requiring ratepayers to subsidize aging plants, and removed environmental regulations limiting coal pollution. The EPA also announced plans to reverse an Obama-era emissions reduction policy that would have closed a coal plant in Wyoming.

Environmental groups swiftly condemned the announcement. Patrick Drupp, climate policy director of the Sierra Club, called it disgusting that taxpayer money was going to "deadly and expensive coal plants." The Natural Resources Defense Council's Kit Kennedy compared the move to funding new phone booths, calling it wasteful.

Coal remains the most carbon-intensive fossil fuel and a leading driver of climate change when burned. Research indicates that air pollution from coal plants caused approximately 460,000 deaths in the United States between 1999 and 2020. Coal also produces toxic particles that harm miners and trigger respiratory and heart problems across the country.

Despite Trump's claims that coal will lower energy bills, experts say coal plants are more expensive to build and operate than renewable energy sources. The coal industry itself has faced decades of decline. Coal employment has dropped more than 90 percent over the past century, with more people working in Waffle Houses than in coal. US coal production is currently less than half of what it was in 2008.

The coal industry applauded the announcement. Rich Nolan, chief executive of the National Mining Association, argued that increased coal production will help meet rising electricity demand from the artificial intelligence sector.

The decision marks a significant policy shift at a time when utilities have largely moved away from coal toward natural gas and renewable energy sources.

Microsoft has filed a court brief backing Anthropic's legal challenge against the Pentagon's decision to designate the AI company as a supply-chain risk, a move that effectively blocks it from government contracts.

The amicus brief, submitted to federal court in San Francisco this week, argues that a temporary restraining order is necessary to prevent disruption to suppliers whose products depend on Anthropic's technology. Google, Amazon, Apple and OpenAI have also signed onto a supporting brief.

"The Department of War needs reliable access to the country's best technology," Microsoft said in a statement. "And everyone wants to ensure AI is not used for mass domestic surveillance or to start a war without human control."

Anthropic launched two lawsuits this week, one in federal court in California and one in the DC circuit court of appeals, challenging the Pentagon's supply-chain risk designation. The company says the label, traditionally reserved for firms with foreign ties such as China, has never before been applied to a US company.

The dispute stems from failed contract negotiations over a $200 million deal to deploy Anthropic's AI on classified military systems. Talks collapsed after Anthropic insisted its technology should not be used for mass surveillance of US citizens or to power autonomous lethal weapons. Pentagon Defense Secretary Pete Hegseth subsequently labeled the company a supply-chain risk, and government contracts with Anthropic have already begun being cancelled.

Anthropic argues in its complaint that the Pentagon used the designation as ideological punishment for its public stance on AI safety. The company cited specific concerns about Claude's capabilities, explaining that it lacks confidence the model would function reliably or safely if used to support lethal autonomous warfare.

Pentagon Chief Technology Officer Emil Michael told CNBC on Thursday that "there's no chance" the agency renegotiates with Anthropic after the designation.

Microsoft's position carries significant weight. The company holds a share of the Pentagon's $9 billion Joint Warfighting Cloud Capability contract alongside Amazon, Google and Oracle. It also maintains separate software and enterprise services deals worth several billion dollars and has secured additional multibillion-dollar agreements with the federal government for cloud services and AI advancement.

The filing represents Microsoft's decision to publicly align itself with Anthropic despite the company's well-documented partnership with OpenAI. It signals that major technology firms view Anthropic's challenges as a broader threat to how the AI industry operates.

Meanwhile, Anthropic continues expanding its business. The company announced annualized revenue crossed $47 billion in May, up from roughly $9 billion at the end of 2025.
